Helen Eisner Deputy Chief Counsel

Helen Eisner is Deputy Chief Counsel at the Office of Congressional Ethics ("OCE").

Prior to joining the OCE, Ms. Eisner served as an Assistant Counsel at the U.S. Office of Government Ethics, where she helped implement and counsel federal agencies on the standards of ethical conduct for executive branch employees and the criminal conflict of interest statutes. Ms. Eisner previously served as an Associate at Wiley Rein LLP, where her practice area included regulatory enforcement proceedings and compliance. Ms. Eisner also has held positions in the Chambers of the Honorable Marjorie O. Rendell on the U.S. Court of Appeals for the Third Circuit and at the Alliance for Children and Families.

Ms. Eisner received her B.A. in government, Phi Beta Kappa, from Cornell University. She received her Juris Doctor from the University of Pennsylvania Law School, cum laude, where she was a senior editor on the University of Pennsylvania Journal of Constitutional Law. In 2012, Ms. Eisner received the National Burton Award for distinguished legal writing.
