Kedric L. Payne, Deputy Chief Counsel
Kedric Payne is the Deputy Chief Counsel with the Office of Congressional Ethics.
Prior to joining the OCE, Mr. Payne practiced political law with Skadden, Arps, Slate, Meagher & Flom LLP. He counseled clients on matters related to federal, state, and local government ethics laws and represented clients in matters before various government enforcement agencies. He also conducted internal investigations for clients to determine whether their activities complied with lobbying and campaign finance laws. Before practicing political law, Mr. Payne was a litigator with Cravath, Swaine & Moore LLP, where he defended companies in a variety of prominent civil actions.
Mr. Payne clerked for the Honorable Shira A. Scheindlin in the United States District Court of the Southern District of New York. He earned his law degree from the University of Pennsylvania Law School where he served as Editor-in-Chief of the University of Pennsylvania Law Review. He currently teaches at the University of Pennsylvania Law School as a Lecturer in Law. Mr. Payne received his Bachelor of Arts degree in Political Science from Yale University.
